There is currently no way to easily track if a fee was changed during the posting stage.
Example: post out code D3330 for $1350, change fee to 0 and continue on to save / post.
This does not show up on the security report because it was not "edited".
This is a huge security / fraud loop hole.
There is no way to prevent it.
There is no report to track it.
